The year 2006 could rightly be called the German secret service's annus horribilis. In the last 12 months, Germany's Federal Intelligence Agency (BND) has been investigated for its alleged roles in the Iraq war, extraordinary rendition and torture of terrorist suspects, and the spying on and employment of German journalists at home and abroad. Now, one of the secret services overseers has issued a warning that the German intelligence apparatus is out of control and that the Parliamentary Control Committee, the government body which supervises the BND, has no idea what is going on.

 
Chancellor Merkel is facing a growing rebellion inside her conservative bloc after several prominent regional leaders said that they could no longer support health reforms that had been billed as the flagship project of her administration. The rebellion is being led by conservative leaders from the states of Hesse, Baden-Württemberg and Bavaria.

The dollar fell against the yen on speculation a report today will show the U.S. current-account deficit widened to a record on a flood of imports from China. The euro received support from an announcement by Iran, the world's 4th-largest oil exporter.
